Whitby Town is excited to share that a Development Application has been lodged for the proposed Whitby Town District Shopping Centre Precinct. This is a major step in delivering the future town centre envisioned in the Whitby Town Masterplan.

The heart of Whitby Town takes shape
Since day one, the vision for Whitby Town has been about more than homes. It's been about building a genuine community, with the everyday services, gathering places and conveniences that make a town feel like home. The proposed District Shopping Centre Precinct is a defining piece of that vision, and lodging the Development Application is an exciting step towards bringing it to life.
Designed to serve Whitby and the surrounding suburbs, the proposed centre would put shopping, dining, health, wellness, childcare, recreation and community spaces within easy reach. This would provide a place to run the weekly errands, meet a friend for coffee, take the kids to swimming lessons or simply spend time close to home.

The proposal has been shaped around the daily and weekly needs of the community. Subject to planning approval, it includes:

Skyline Boulevard: a main street for Whitby
At the centre of the proposal is Skyline Boulevard, envisioned as a pedestrian-focused main street that would connect the precinct and create an active, welcoming town-centre atmosphere. The design also includes landscaped areas, shaded pedestrian routes, plazas and public spaces intended to support community connection and everyday convenience.

Designed with Whitby in mind
The proposed architecture and public spaces draw inspiration from the rural and agricultural character of Whitby and Mundijong, with warm materials, contemporary buildings and pitched roof forms that reference traditional local design. The intent is a centre that feels grounded in its place. It's practical and convenient, and a welcoming spot to meet, shop, dine, access services and spend time locally.
Everyday health, wellness and family life
Beyond shopping and dining, the proposal sets aside space for the services families use most; a medical centre, a childcare centre, a swim school and a gym. All of this within a green, walkable setting.

What happens next
The Development Application has now been lodged with the Shire of Serpentine Jarrahdale and will be considered through the formal planning assessment process. The proposal remains subject to assessment and approval by the relevant planning authorities.
As part of this process, the Shire will undertake public advertising and community consultation.
